Roll Call - A nice tool (written in Visual Basic to my understanding) where armies can be bought and organized.

Roll Call Army Data Files - used with Roll Call, the rest of Roll Call can be downloaded from the link above.
Army Builder - a more professional army building tool, but you can only build up to a 1500pt. army unless you buy the registered version. It can also handle many other systems.
