Game Note:
Tsuo had been a reliable part of Toturi's Army decks since he was release. His ability allows him to attach followers without worrying about being dueled off easily like many other military personalities. However, for the Palace of Otosan-Uchi Tsuo cannot compete for the slot of fast attacker, even with his relatively high personal honor and high personal honor. Tohaku, Makashi, Moshi Hito and Hasame have come along to replace Tsuo, at least for now. His one force isn't worth it, since for four gold you can usually get someone with 2 force or higher. Tsuo also can put a dent in your family honor if he gets dishonored. Four honor may not be anything for the old Toturi's Army stronghold, but for Palace of Otosan-Uchi this may mean delayed deployment of reinforcements.
Story Note:
Tsuo was one of many peasants who joined Toturi's Army. Tsuo was taught by Togashi Mitsu and did well.
