Game Note:
Toturi's Stronghold has relatively low stats. Its province
strength is normal for a militant "clan", its gold and honor are much lower than
the power clans. The Shadowlands limitation means that a deck based off this
stronghold cannot be truely corrupt. However, its ability to ignore honor
requirements means that the stronghold can effectively utilize cards with honor
losses like blackmarkets, ambushes, 2 corrupt holdings, and blackmail without
too much fear. This is also useful since quite a few Toturi's Army Personalities
have Honor Requirements higher than the starting 2 familiy honor.
Story Note:
Toturi formed his army in the Clan Wars to fight the
Shadowlands threat, he stayed in mobile basecamps and was fed by crane gold and
peasant offerings. He and his Ronins cared not for the honor that bounded the
Samurai of the great clans, only for the lives of the people of Rokugan. After
Toturi's ascention to the Jade Throne, his army remained outside the capital.
