Game Note:
Toku, believe it or not, is one of the work horses for Toturi's Army and other clans. The main reason the normal Toku is so good is that he is free. Events are free, people use events, most actions are free, people use those actions, Toku is free, people love Toku. He usually means 2 honor for honor decks an Imperial lobbyist, and a free second turn follower platform for military decks. Toturi experienced is also very effective. He can not bow once without any help, useful for lobbying, defense, and flank maneuvering. Toku experienced 2 is the most useful of the three. He can come out free without honor, but at 1F 3C that's is one heck of a bargain. Toku's ability is capable of making him a 3F 1C with a follower, or you can have fun with Toku and a range attacker or Imperial legion. Last but not least, Toku works great with The Daimyo's Command. Although the probability of the combo is low, when you pull it off your personalities are going to come out of those provinces faster than you think possible.
Story Note:
Toku was a loyal part of Toturi's Army from the start. To reward Toku's devotion Toturi made him the Captain of his guards and gave him his own minor clan.
