Game Note:
Shotai has ok stats for his cost, however his built in wedge can be extremely powerful especially in late game stalemates. His ability is also worded in such a way that it can be used in conjunction with a wedge. Shotai is not only useful in military decks but in honor decks his 4 personal honor is great. In honor decks he can sacrifice himself to save a province or even to take out the attacking army. Combined with flooded pass only an army of units with 4 or more force can take out a province defended by Shotai.
Story Note:
Shotai just appeared recently, having been hidden by Toturi during the Clan Wars. It seems that our Emperor owes him a lot and is willing to pay Shotai back with anything, even his own life. Either Shotai was a Lion (Akodo perhaps?) or had a bad relationship with them because right now he does not want anything to do with the Lion Clan.
