Game Note:
Kaagi has average stats for a Tactician. However, Kaagi is more useful as a dueler than a tactician. Kaagi's ability makes Iaijutsu Challenge unrefusable, very useful in an honor deck.
Story Note:
Kitsuki Kaagi and his brother left the Dragon lands ten years ago to investigate the ways of the Ninja. Now he returns, with a journal full of information and became an Imperial Magistrate. However, his brother Iyekao is lost to the Shadow.
