The Imperial Edicts are like an add-on to the Imperial Favor. However, it is only good if you control the Favor most of the game, so I would only suggest this for honor decks. The Imperial Edicts can give protection to multiple provinces, unlike the Favor where you can only send home someone from one of the battles. The Edicts can stop kihos, innate abilities or spells, useful against Monks and the increasingly popular Phoenix. Imperial Edicts is an use of the Imperial favor, which means anything that hurts the favor can hurt it. Its high focus means that you can always find an use for it even if you don't have a use for the Imperial Edicts or do not control the Favor.

Story Note:
The Emperor's word is law, and to disobey the Emperor's edicts means doom on your clan and your house. Toturi's words can increase protection of your lands or protection from the wrath of a shugenja. One possessing his favor can call upon such protection in the most urgent time.
