Flanking Maneuver can be a killer tool for Toturi's fast and deadly military. When employing tons of small units Toturi's Army can out number most other military decks while having less force at the same time. Since most brute military personalities have low chi, one flank maneuver can zero the scores in many cases. Flanking Maneuver also bows the entire unit, which means all followers with annoying abilities on that unit are also bowed. Having these in your hand can also backfire. They do not work against honor runners most of the time, and they don't work in battles where you have fewer units. Their low focus is consistent with most military actions although this means that when stuck in your hand they aren't good dueling focuses, tactician focuses, or merchant caravan bait. If you use fast attackers but want insurance against late game battles, try 2 flanking maneuvers.
Story Note:
Toturi's Army feature the best tacticians and strategist in Rokugan, including the grand daddy of them all, Toturi himself. With a superior tactician, an inferior army in an inferior position can be maneuvered to victory.
