Game Note:
Godaigo is another expensive personality for the koku deprived Toturi's Army. Even the new Palace of Otosan-Uchi will have problems bringing Godaigo out because of his high honor requirement. That aside, Godaigo's worst handicap is his inability to attach a follower, which is the basis of Toturi's Army's lifeline. His 3 force and limited (in)abilities are not worthy of 10 gold.
