The Time Trapper is a mysterious hooded entity in tattered robes that has manipulated the Legion in many instances, most notably during their time traveling adventures. When a spatial anomaly fractured, due to its abuse by Leland McCauley and the Dark Circle, time and space stopped throughout the galaxy and the Trapper had become entrapped within the anomaly's shards. The Legionnaires whom the Trapper had been manipulating were conditioned against the frozen time/space and were able to re-start time with the aid of the Composite Man, as the Trapper had seemingly planned all along. The Trapper met with Cosmic Boy to thank him for the Legion's assistance but became enraged when Cosmic Boy lashed out at him in anger for being exploited, and vowed that the Legion would one day bow at his feet.
The Time Trapper's true identity is unknown, but there is speculation that he/she may be the future adult counterpart of Lori Morning. Regardless as to whether that speculation is accurate, it is a fact that the Trapper has a special interest in Lori and had given her a mystical dial which she could use to transform herself into various heroic identities.
[The Pre-Zero Hour Time Trapper was identical with Rokk Krin, a.k.a. Cosmic Boy. Although that is no longer the case (and never was), the current Time Trapper "remembers" this incarnation of himself.]
The Time Trapper retains a battalion of highly-trained soldiers from all eras of human history.
This universe was created by the Time Trapper to manipulate the Legion. He took a temporal "clipping" of Earth-Sigma, and grew it into a full universe. He then pared down its planets so that it held only two inhabited worlds: Krypton and Earth. The Krypton of this universe closely resembled the Krypton of Earth-1. Krypton then exploded, and Kal-El came to Earth, where he became Superboy.
Whenever the Legion of Earth-Sigma's 30th Century traveled back in time, the Trapper redirected them to the Pocket Universe. The Superboy of the Pocket Universe was a key figure in their history, and he eventually died fighting the Trapper. Around this time the Legion became able to access their real past in the Earth-Sigma timeline.
Some time after the death of Superboy, the non-evil Lex Luthor of the Pocket Universe discovered Superboy's lab. The Phantom Zone criminals tricked him into releasing them. They proceeded to engage the entire world in battle. Luthor, along with the non-superheroic Bruce Wayne, Hal Jordan, and Oliver Queen, fought them. He also created an artificial, protomatter Supergirl with the memories of Lana Lang. Their resistance was strong enough that the Phantom Zone criminals eventually decided humans were too much trouble. They destabilized the Earth's core, and killed everyone on Earth outside Luthor's citadel.
Luthor sent Supergirl to Earth-Sigma to retrieve Superman. Superman returned with her, and fought the Phantom Zone criminals. Luthor, Wayne, Jordan, and Queen were killed, and Supergirl was seriously injured. Superman managed to expose the Phantom Zone criminals to gold kryptonite. He then pronounced judgment on them, and executed them with green kryptonite. He returned with Supergirl to Earth-Sigma. The Pocket Universe presumably still exists, empty of all life.
This version of the Time Trapper was destroyed during Zero Hour and "never was" in the current timeline, but the "Pocket Universe" he created is still there. Superman remembers his travel to the parallel world and his execution of the Phantom Zone Villains, and the Matrix version of Supergirl still originated there.
