Control: AM
Teleport: CL. 5000
Time Travel: CL. 5000
Note: The TARDIS can travel anywhere/anytime almost immediately by relocating the Real World Interface from one point in space/time to another. Consider that the Teleport and Time Travel work in tandem. There is perceived travel time, though, but it is almost negligible. One restriction: No TARDIS can travel into Gallifrey's past or future.
Power Source: Eye of Harmony on Gallifrey. Access to the power source CAN be cut off at the source. Somehow, interlopers like the Master and the Rani have circumvented this problem.
Hostile Action Defense System (HADS): Should the TARDIS come into any real danger, it will automatically dematerialise and rematerialise a safe distance away.
Chameleon Circuit: Though nonfunctional on the Doctor's TARDIS, this device cleverly disguises the Temporal Vehicle to blend into its surroundings. Here are examples of what Consulate's TARDIS has turned into: Manhole cover, door, 4-poster bed with drapes all around acting as "doors," large rock, tree, column, van, car, etc.
Architectural Reconfiguration Matrix: Allows the operator to reconfigure the insides of the TARDIS to his/her preferences. Sort of Shape shifting.
Various medical bays: Amazing rank Healing/Regeneration
Zero Room: Allows Gallifreyans to heal at an accelerated rank. Especially helpful after a difficult regeneration.
Rough internal space: 1,000 areas give or take. It's really big in there!
Final note: The TARDIS is not really a physical object, just a VERY complex set of mathematical equations. Pretty abstract.
