S.T.A.R. Labs

SCIENTIFIC & TECHNOLOGICAL ADVANCED RESEARCH LABORATORIES

Located in the Queensland Park area of Metropolis, S.T.A.R. Labs has been a boon to both Metropolis' economic and technological sectors. With a research legacy that stretches over six continents and 25 years, S.T.A.R. Labs' Metropolis facility has been instrumental in technological advances, as well as applications of metahuman technology to everyday life.

The current laboratory, twice as large as the previous lab that was located in downtown Metropolis and destroyed by the villain Monarch, houses numerous individual laboratories dedicated to the study of advanced ideas, alien life forms, artificial intelligence, and metahuman research. S.T.A.R. Labs and its personnel have aided Superman and the other heroes of Metropolis on countless occasions, providing assistance in the appreshension and confinement of super-powered menaces within the city and around the world.

The largest local employer not controlled by Lex Luthor, S.T.A.R. Labs performs contract research for both the priate and public sectors as welll as the military, licensing other corporations to pursue the commerical applications of its research. Currently, the Metropolis branch of S.T.A.R. Labes is headed by Dr. Burton "Hunter" Thompson, an accomplished scientist, big game hunter, and tracker.

At any given time, S.T.A.R. Labs Metropolis houses on average three metahuman villains such as Metallo, Braniac, Parasite, Solomon Grundy, or the Atomic Skull, as well as various other creatures on par with Project Cadmus. Normally, S.T.A.R. Labs devises a means to neutralize their powers before shipping the metahuman threat off to the Slab, a secured federal metahuman confinement facility.

S.T.A.R. Labs has a fairly strict code of ethics and will not undertake research that may ultimately bring harm to the general population or metahumans. However, much of the material used in S.T.A.R. Labs' research is highly dangerous and could threaten large portions of Metropolis if it was released or the integrity of certain confinement fields was breached.


The typical S.T.A.R. Labs facility has between 10 and 100 research scientists (typical scientist on p. 63 of the Judges book). Each scientist has the talent in the field in which his facility specializes (see list of facilities). At least one scientist at each branch is a genius (RM Reason) in that field, allowing the branch to produce the most advanced equipment imaginable. Every location has twice as many security officers (use typical policeman, p. 63 of the Judges book) as scientific personnel.

The lab itself has a MN tech level ranking. The main facility in Metropolis is UN. Security at a facility is ranked at IN, with the Metropolis site having AM. Each lab has AM Resources for funding projects.

With the Judge's permission, characters who have high-level connections with S.T.A.R. Labs can persuade them to repair and construct items for them. Due to recent budget restrictions, all such favors require a Popularity feat roll shifted -3CS.

Gotham: Bioengineering and bio-weaponry; contacts- Wayne Enterprises (low).
New York: concentration of meta-human studies; contacts- New Titans (high).
Metropolis: downtown facility- Administrative offices and various research; Queensland Park facility- Marine biology. Note- the Metropolis downtown facility was destroyed during Armageddon 2001 and is currently being rebuilt outside the downtown area.
Phoenix: meta-human research, geophysics, meteorology, natural disasters; contacts- Rampage (high), Starman (high).
San Diego: chemical engineering, chemical warfare; contacts- Animal Man (low); Director- Dr. Myers.
San Francisco: meta-human research; contacts- New Titans (low), Red Star (high), Thunder & Lightning (high).
Seattle: psychology, psionics; contacts- Green Arrow (low).
