The Phantom Bullet is armed with a strange gun that shoots pellets of ice, causing as much damage as a regular bullet, but leaving no evidence behind after the "ice bullets" melt. The gun holds enough water to create 20 pellets, has a range of 4-areas, and does Good (10) damage.

History: Allan Lewis is a wealth playboy who decided to work as a reporter for the Daily Bulletin so he could better serve the community. An inventor friend of his designed and built his gun for him, and he was all set to begin his life of action and adventure.
Description: A well-muscled man in his early 30's with brown hair, he wears a red cape, and either black jodhpers, boots and red gloves, or blue trunks, boots and a red belt.
Personality: Dispite his desire to help the Police, Allan seems to understand just how illegal his actions sometimes are. After all, he uses a weapon that is designed to help him stay out of jail.

John Watkins usually carries a Webley pistol in a 'Sam Browne' holster at his right side. An excellent gun, it has a range of 4 spaces and inflects 8 points of Shooting damage.
Limitations: His only real limitation is that he was killed by Baron Zemo in mid-1943 while leading resistance fighters in Warsaw, Poland.
Talents: Martial Arts A and E, Guns (+1CS), Leadership, Military and Demolitions. He speaks fluent English, French, German, Dutch and Polish.
Contacts: American and English Military, Polish, Dutch and French Resistance Groups and his loyal "V-Battalion".
History: Though at one time one of the most obscure heros of the Golden Age, Citizen V has (thank's to the actions of Kurt Busiek) finally come into his own.
The original "Citizen V" was a British officer who was suposedly killed durring the retreat from Dunkirk, but who actually survived and spent the next few years organizing and working with resistance groups in the occupied countries of Europe. Durring this period he met and had a relationship with another resistance fighter named Paulette Brazee (a.k.a. the She-Wolf), who would eventualy give birth to a son. Eventually both his son, then his grandson would both wear the mantle of Citizen V.
Description: Citizen V's costume is actually more of a uniform. Colored dark brown with tan or yellow accents, he wears a dark brown overseas cap (common for the time) and a prominent "V" in a circle of white as a chest insignia. A black 'domino' mask helps to conceal his features, and he usually wears dark brown jodhpurs. On occasion he seems to have worn shorts.
Personality: So driven and devoted to his beliefs that he would (and did) willingly die to save Europe from the clutches of the Nazis. He did have a sense of humor, but it only rarely broke through his serious nature. He is willing to bend the rules if he must, and when faced with true evil he doesn't shy away from killing.

Equipment: Submachine Gun: In the picture to the right, Captain Wonder is shown armed with a .45 Thompson Submachine Gun with the 50-shot drum of ammo. The weapon fires 10 bursts and each burst may hit three adjacent targets (roll separately for each target) for 25 points of damage. It has a range of 5-areas and is made of Good (10) Material.

History: Both Jeff Jordan and Tim Mulrooney were given enhanced physical abilities by the fumes from Jeffs "Wonder Fluid" (an attempt to recreate the "Super Soldier" formula?) and then they teamed-up to fight Gangsters, Nazis and Japs! Not much else can be said, as he only had two appearances.
Description: A brawny, heroic looking fellow, Captain Wonder wears a red shirt and trunks with blue trim, Blue boots and gloves, and golden ear-cups. Tim Mulrooney wears the same costume, but his blue and red colors are reversed.
Personality: At first I want to say that Captain Wonder is a heroic, noble hero who'd sacrifice his life for his fellow man. But...I can't stop wondering where Tim Mulrooney's parents are? Is it just me, or did comics take the "Batman and Robin" thing a bit to far? I'm probably reading to much into it...

History: "Betsy" Ross was a member of the Women's Auxiliary Army Corps who became a friend of Captain America, joined the FBI, and (after the 2nd Bucky was shot) served as the 3rd ("Patriot") Captain America's sidekick for a period of time. Later, she married him, and settled down. During her career as Golden Girl, she teamed with Namora and Sun Girl several times.
NOTE: This is the original Golden Girl and NOT the Golden Girl ("Gwenny Lou Sabuki") who Roy Thomas Retconed into existance in the pages of the Invaders.
Description: Blond and athletic, Elizabeth "Betsy" Ross is a very beautiful woman. As Golden Girl, she wears a yellow dress, green boots, cape, belt and hood. A domino mask and small wings on her hood finish the costume.
Personality: A clever, intelligent woman who served her country in the WAC's and as an FBI agent long before she became Golden Girl. She has a firm belief in herself, though it was her love of Jim Mace (the Patriot and later the third man to wear the mantle of Captain America) that led her to assume a costumed identity in the first place.

Powers: Water Breathing - Namora can (like her more famous cousin) breath water as well as air.
Swimming - Namora is a very powerful swimmer, able to dart through the water at Typical (6) speeds (3 areas, 45 mph)
Flight - Just like her more famous cousin, Namora can fly at Poor speeds (4 areas, 60 mph)
Body Armor - Namora's dense flesh is very resistant to injury, allowing her to resist the pressures of the deepest oceans and giving her Good (10) resistance to Physical attacks.
Resistance to Cold - Namora has Excellent (20) resistance to extreme cold.
Limitations: Dehydration - Like her cousin, if Namora isn't immersed in water, in a damp environment, or at least partially wet, she suffers a -1CS per hour on each physical ability and Power. Her Health isn't affected. If totally deprived of moisture (by artificial means - even a desert has some ambient moisture), Namora loses 1 Health point per hour, and may perish of dehydration. Immersion in water restores her lost Health and eliminates the penalty.

History: Born in the Atlantian city of Maritanis, Aquaria Nautica Neptunia was the only survivor of a attack by a surface criminal using a submarine. Rescued by her cousin Namor, she took the title Namora and joined him in searching for the people responsible for the attack.
Just for the record I should point out that Namor is Atlantean for "Avenging Son" and Namora means "Avenging Daughter".
She spent several years as a hero on the surface world, and when Namor vanished (a victim of the mindbending villain called Destiny) she searched the oceans for him. When Lord Fallsworth (the original Union Jack) died, she was seen in attendance at his funeral, and years later she was cloned by Vyrra (she was unable to have children of her own) and the clone injected into her womb and raised as her daughter, Namorita.
Description: A gorgeous woman with long, thick blond hair, wings at her ankles (like her cousin) and beautiful yet alien features. Her slanted eyes and pointed ears give her an oddly elven appearance. She usually wears a black mini-dress with red trim and a red belt, or a blue scaled bathing suit with an "N" on her belt buckle. She usually wears a headband with wing or horn-like projections at the temples.
Personality: Warmer and less violent than her cousin, Namora never had the bad reputation her cousin did on the surface world. She was always embraced by the public, and she returned this acceptance for years until her cousins disappearance. She had an exceptionally good relationship with the female heroes of the surface, making friends with Sun Girl and Golden Girl in particular.

Equipment: Scythe - Larry Scott's primary weapon was a reaping scythe with an 6 foot long handle and a 3 foot long blade which does 15 points of Edged damage or perhaps 20 points of Slugfest damage with the blunt end if he doesn't feel like killing. Like most of the "Heroes" of Marvels gritty "Golden Age", Father Time recieves no Karma penalty for killing the obviously guilty.
Talents: Martial Arts A, B and E, Weapon Specialist (+2CS with Scythe), Acrobat, Detective/Espionage.

History: Our hero Larry Scott's father was accused of a murder he didn't commit and sent to the electric chair He managed to prove his fathers innocence, but not untill after the excicution. Larry swore to "make time work against criminals instead of the innocent", and created the identity of Father Time. We never learn what his job is, or what his private life is like.
Then in the 1990's an issue of Captain America came along that said that the Golden Age character called "Father Time" was acctually an Elder of the Universe the whole time. I find this to be just a bit too silly to believe, and I've decided not to follow that path. Some retcon's are good and some are bad...and some are just plain silly.
Description: An athletic looking fellow dressed in a dark blue hooded cloak, orange boots and shorts and a yellow belt and armband. He seems to have a tattoo on his chest of a clockface set at 12:00.
Personality: Just by reading his history you should get the impression that Larry Scott is a little...intense. The death of his father has pushed him over the edge (mentally speaking) and he's become obsessed with punishing the guilty. I believe that (as opposed to being obsessed with time in the abstract) Larry actually fears the passage of time. All those seconds, minutes and hours rushing by symbolize the death of his father.

Equipment: The Purple Mask employes whatever conventional weapons and equipment he feels the need to carry. Examples include...
Colt .45 Automatic : An excellent "Stopping" weapon, the Purple Mask always carries this. His dependible .45 does Good (10) damage with a 4-space range. It is of Excellent (20) Material and holds a seven-shot clip. He'll usually carry a pair of guns and a couple of extra loaded clips tucked into his belt.
Knives : Always useful as tools or weapons, the Purple Mask often carries a long, sharp knife tucked into a boot. Good (10) damage and Excellent (20) Material Strength.
Submachine Guns : Loud and dangerous (a pleasing combination) is a good description for the Thompson .45 Submachine Gun. The Purple mask prefers the 30-shot clip as opposed to the heavier 50 or 100 shot drum. The weapon fires 6 bursts and each burst may hit three adjacent targets (roll separately for each target) for 25 points of damage. It has a range of 5-areas and is made of Good (10) Material.
Grenades : The Purple Mask likes to bust-up groups of gangsters and Nazis with a couple of well-tossed hand grenades. The standard grenades of the time cause Remarkable (30) damage to everyone in a target area.
"Crime Lab" : Located in a secret room beneath his house, his "Crime Lab" includes scales, sinks, common chemicals, a microscope and equipment for poison analysis. The lab counts as Incredible (40) for determining effects. He also keeps files on most of the city's criminals (copied from police files) as well as copies of court transcripts for cases he's handled.
Talents: Detective/Espionage, Chemestry, Law, Martial Arts A, B and E, Weapon Specilist : Guns (+2CS).
Contacts: As an Assistant District Attorney, one can assume that Dennis Burton has contacts in the legal profession as well as the local police. Also, he must have some contacts among illegal arms dealers. How else did he get his hands on all these military weapons?
History: Yet another two-fisted, butt-kicking masked man with an axe to grind against crime, The Purple Mask (formerly the Laughing Mask) turned to the life of a vigilante after seeing to many obviously guilty men walk free thanks to bribes and legal technicalities.
Description: As the Purple Mask he wears a very straight forward black bodysuit with purple gloves, belt and mask. His boots are trimmed with a yellow band with a downward pointing arrow.
When he went under the name "Laughing Mask" he wore red pants and shirt with yellow trim and a phosphorescent glowing mask of a mans laughing face. He also carried two .45's.
Personality: The Punisher could have taken asshole lessons from this guy! take a look at the image above! He's boasting that he tossed one gangster into a vat of acid, and is threatening to send another right after him! He doesn't feel the need to kill every criminal he comes across, but he's perfectly willing to take lives if he feels the situation warrants it. The uncreative names "Purple Mask" and "Laughing Mask" suggest a lack of imagination.

Powers: Flying - Not seeming to be connected to any device, the Falcon seems to have the ability to fly with Poor (4) speeds (4-spaces, 60 mph). This is often refereed to as "Gilding", but it more resembles Flying as he can do it inside enclosed areas and seems to be able to climb as well as descend.
Equipment: .45 Automatic - Like fully 80% of the costumed heroes of his day, the Falcon charges around with a Colt .45 Automatic M1911A1 in his hands. One of the finest, most dependable handguns ever produced (it's basic design remained unchanged for decades, and it remained an accepted sidearm for the American military until the 1980's), it has a safety, a seven-shot clip, does Good (10) damage and has a 4-space range.
Talents: Martial Arts B and E, Guns, Law, Acrobatics.
Contacts: As a "brilliant young Assistant District Attorney." we can assume that he has contacts in the legal profession and the law enforcement of his city.
History: The Falcon had one appearance, where he fought gangsters. Aside from his being a "brilliant young Assistant District Attorney." while not in costume, we know very little about him.
Description: The Falcon wears a VERY sharp costume! I mean, I LOVE this mix of gray (or white), red and yellow! Just look at it! It's quite distinctive! Is it just me, or does he look like some kind of Neo-Nazi version of the Flash?
Personality: He only appeared once, so we know very little about what sort of person he was. We can assume that he was heroic from the picture above. just look at the man! He's wrestling a zombie, rescuing a hottie, and firing at someone off panel with a .45 Automatic! I'll just bet he did stuff like that every day!

Powers: Unlike the bulk of Marvels Golden Age heroes, The Fiery Mask actually has a nice selection of impressive powers.
Energy Sheath (Heat) The Fiery Mask's body can generate a field of Amazing (50) intensity Heat which provides him with Amazing (50) protection from Physical and Energy attacks. While his Energy Sheath is up, his touch causes Amazing (50) Heat damage. If he desires, he may impart temporary immunity to this to his allies, or even extend the use of his Energy Sheath to others. Doing so causes the sheath to deminish in intensity by -1CS per person thus affected.
Leaping: Jack Castle has astonishing leaping ability, allowing him to jump Class 1000 (1/2 a mile across and 3/4 a mile down) distances.
Hyper-Breath: Jack Castle's powerful lungs can exhale a breath of air with Remarkable force and a range of one area.
Talents: Medicine, Biology, Psychology, Hypnotism, Demonologist, Law Enforcement.
Contacts: The Police force of his home city (I think it's New York).
History: Doctor Jack Castle was asked by the police to help investigate a series of gruesome murders. The ultimate villain turned out to be the gigantic "Zombie Master" who had developed a special ray that turned human beings into "Living Corpses". The Zombie Master captures Jack and straps him into his machine, intending to turn him into one of his army of undead servants. Jack's will is to strong for the machine though, and as the Zombie Master struggles with the settings, the machine explodes in a great gout of flame. When Jack steps from the rubble, he finds that he has been drastically changed.
He had several adventures that involved other mad scientists and zombies, including a scientist named "Dork" who had a bloodthirsty 20 ft. tall gorilla, another scientist who also created zombies, practiced "Super-Hypnosis" and raised giant Vultures, and in his last adventure he involved finding a portal to Hell and confronting a group of demons (called the "Legion of Doom") who may have been responsible for the actions of all those mad scientists he'd fought earlier. His origin seems a little hokey, but I still think he's a cool character. I used him for a Golden Age version of the Defenders that we ran for a bit.
Description: Dr. Castle is a handsome man in his early 30's with blonde hair. As the Fiery Mask, he wears a green cloak and boots, yellow shirt and red pants (jodhpurs), wrist guards and mask. Though called the "Fiery Mask", it sometimes looks as though the flames are gushing from his eyes! Perhaps Castle is inhabited by some semi-demonic force like the Ghost Rider was.
Personality: Though he's quite heroic, the Fiery Mask has no problem with killing his foes if he knows that the laws of man can't punish them. As time passed he became more involved in supernatural menaces.
