Both the Lords or Order and Chaos exist as abstract constructs; neither possess inherent physical forms. Whenever they wish to appear on one of the physical planes, they magically create physical forms. If a body created by the lords is killed, the lord inhabiting the form does not die, but is incapable of creating a new form for the next 1-10 years. A lord inhabiting a form that is knocked unconscious is treated like any other unconscious character.


Creating Earthly Agents

Whenever possible, the Lords prefer to conduct their activities through intermediaries. Both groups have developed a number of magical spells that enable them to empower human and other lesser beings. Generall, these spells mimic the Magic Transferral spell. They can bestow between 20 and 35 ranks of increased Attributes and Power upon a human subject.

The Kestrel Spell

Kestrel is actually a single complex magic spell cast by the Lords of Chaos. Any mage with knowledge of this spell can cast it.

Host Bodies

Kestrel always grafts itself onto a host body using its Personality Transfer. In addition to its own abilities, Kestrel can use those of its host.

Kestrel can switch back and forth between its Kestrel form and its host form by simply speaking a command word. In host form, the only Kestrel ability it retains is the Life Detection power.

Should a Personality Transfer attempt ever fail, Kestrel is immediately dispelled unless there is another host in the vicinity.

Role-Playing Notes

The Kestrel was created to destroy, and it pursues this mission rather single-mindedly. Kestrel will do whatever necessary to either kill its targets or seduce them over to the side of Chaos.

In Kestrel form, the spell creature is a rampaging, maddened assassin. When it is operating in the guise of its host body, the Kestrel maintains a great deal of the host's personality, but adds its own sinister veneer.

Post-Zero Hour Fate: The current whereabouts of Kestrel, whether he still exists or left with the Lords of Chaos has not yet been recorded.

The original Kestrel was sent by the Lords of Chaos M'Shulla and Gorum to extract information from Hawk and turn him fully over to Chaos. Eventually Kestrel found Hawk and sent his demonic minions and Shadowblade after Hawk & Dove but failed. Kestrel lured Hawk and Dove into a realm of chaos were they fought Kestrel's demonic hordes. In this realm, Hawk was becoming more chaotic and almost killed Dove which is what the Lords of Chaos wished. However, Kestrel asked Hawk to become "blood brothers" which brought him back to his senses and released Dove. Kestrel had failed and the Lords of Chaos seemingly destroyed Kestrel. However Kestrel reappeared in Hank Hall's girlfriend Ren Takamori, and became the new Kestrel.

Ren Takamori used to be an quite weird student at Georgetown University. She worked at "Suds" grill to pay for her studies. She liked to take pictures. She also liked men big and stupid. That made her the perfect girlfriend for Hank "Hawk" Hall when he was transferred to the university. Ren followed oblivious Hank until it was obvious even for him that they were dating. Initially, she was jealous of Dawn "Dove" Granger, but she grew up to believe they had a brother-sister kind of relationship. Kestrel is a creation of the lords of chaos M'Shulla and Gorum. He is quite similar to Hawk, but cruel and murderous. Kestrel was created to team up with Hawk when the original Dove died. He started to search for him, but the new Dove found him first. At the time, Kestrel used a man as a vessel. He tried to talk Hawk into accepting him as a new partner and he almost made him kill Dove. However, Hank rejected him and he was destroyed by their masters. They found out, however, that it would be easier to seduce Hank into the ways of chaos if Kestrel occupied the body of a woman. Thus, after the essence of Kestrel was released by a cleaning party in the restaurant where he had massacred all clients, it searched for Ren and, eventually, got her.

Ren started to act even weirder than usual, but most her friends thought it was just one more of her eccentricities. Only Dawn got worried, but she was to busy to completely figure out what was happening. Hence, when Kestrel made his appearance in the body of Ren, it was a big surprise for the group. This time, Kestrel wanted Hawk and Dove to follow her to Druspa Tau, her homeworld. She expected to seduce Hank into chaos over there, but Dove kept him attached to his human self. In Druspa Tau, Ren could change to her human self at will much like Hawk and Dove. When she was human, she had no trace of Kestrel in her. Thus, she played a sort of double rol. Hank and Dawn eventually defeated M'Shulla, but they came to a shocking conclussion: the entities that made them Hawk and Dove were in love and supposed to have a child. They decided to keep themselves apart, though. Ren helped Barter, the business man who traded with virtually anything, while she was in Druspa Tau. Barter felt bound to give her something in exchange. Hence, he removed Kestrel's essence from her and bottled it. In exchange, he returned her to earth. Ren was glad with the deal. For a long time, Hank and her kept dating and even spoke of marriage. However, Hank was turned into the Monarch before they could marry.

Powers: Kestrel is quite chaotic and has superior strength, hand-to-hand combat and the ability to cut through almost anything with her talons. The original Kestrel could bestow power onto others and use birds to prey on his victim. Whether Kestrel II had this ability is not yet known.

Realms of Order & Chaos

The Lords each inhabit a vast extra-dimensional realm adjacent to the Realm of the Just Dead. The Realm of Order is a plane of bright lights dominated by towering crystalline structures. The Realm of Chaos is a plane of darkness that echoes with the yammering of its inhabitants.

Role-Playing Notes

Lords of Order believe in pattern and structure. Most rarely speak, preferring to let their human thralls speak in their stead; after all, speaking is a disruption of ordered silence. Ironically, the lengths to which they willingl go to preserve the order often seem inscrutable or absurd. The Lord of Order who visited the Dreaming during the Season of Mists manifested himself as a cardboard box, a form the lord considered perfect and ordered.

Lords of Chaos are wild and unpredictable. Their entire existence is a non-sequitur. The Lord of Chaos who visited the Dreaming during the Season of Mists chose to appear as a small child in clown makeup. Unlike their counterparts, the Lords of Chaos prefer to speak for themselves, though they rarely make sense to outsiders, who are easily astounded by their speech and actions.

Post-Zero Hour Fate: Zero Hour had diminished Nabu's dominion and caused his power to dwindle. The old Lords of Order and Chaos have vanished and left a vacuum of power that begins a new struggle. According to Fate, only the non-corporeal Lords of Chaos and Order have left the DCU plane in Zero Hour. However, agents powered by the Lords of Chaos and Lords of Order - or the Lords that haven't passed over to that non-corporeal state are alive and well, just a lot less powerful. This doesn't mean that we have seen the last of the Lords of Order and Chaos. [See Fate #22 and the Book of Fate #1]

HISTORY: Two elemental forces struggling for supremacy, Order & Chaos were born during the creation of the universe. The beings that served order were the Lords of Order and Light while those that served chaos were the Lords of Chaos and Darkness. The Lords of Order during the Crisis decided to abandon the battle and allow Chaos to triumph to allow a new universe to be created in which Order would rule once more. In the last issue of Fate (#22), Nabu returned to the realm of man to claim the power of Fate. Nabu convinced the spirit of Kent Nelson to find the half helm that he used in the 1940's as a item of power, so that with the help of Raina, Nabu could became Doctor Fate again. Nabu would now have enough power to defeat Fate and reclaim some of his former power. Unfortunately, in all those years of trying to defeat Chaos and controlling the Nelsons, Nabu slowly became corrupted by his own power. Fate defeated Nabu thats allowed the Lords of Order and Chaos to summon Nabu for judgement. The Lords passed their judgement and found Nabu guilty for his crimes. As a punishment, Nabu was transformed into a Lord of Chaos and a task was set for him. Nabu would have to find a being worthy enough to become a new Lord of Order, for they were now one short.

The Lords of Order and Chaos briefly returned to the DCU in an effort to convert Jared Stevens to their cause. They failed.

"When we said that the Lords of Chaos and Order were banished from the DCU in Zero Hour, we're referring to the non-corporeal, godlike Lords featured prominently in the DeMatteis/McManus DR. FATE series from the late 80's. Physical agents of Chaos and Order are still around, but greatly depowered because of the absence of their masters. While Nabu was indeed a Lord of Order, it was only because he transcended corporeal existence. He ceased to be remotely human, and was sent packing with the rest of the Lords in Zero Hour. It was only his strong ties to earthly magic that allowed him to play a part in Fate's origin. So don't fret; Flaw & Child, Amethyst, Dove, et al. are still around, but will have to get their power elsewhere." - DT
