BACKGROUND:

* APPARENT AGE: Mid 50's.
LIMITATIONS: As punishment for interfering with the affairs of other beings and planets, the Time Lords exiled the Doctor to Earth and blocked the information of how to use his TARDIS or any time travel device. This includes his not being able to repair the dematerialization circuit in his TARDIS which the Time Lords disabled when the Doctor arrived on Earth.

Danger Sense
EQUIPMENT: OUTFIT: Although this may change sligtly from time to time, his general attire in this incarnation is as follows: An elegantly tailored black velvet jacket, black trousers, a white shirt with ruffled front and cuffs, a black bow tie, and a black cape lined with purple silk.
RESOURCEFUL POCKETS: The Doctor normally carries around a whole lot of junk in his jacket and pants pockets. When in various situations, make an Intuition FEAT to determine if any of the junk is useful for the situation (ex. a piece of metal to deflect a laser blast, a yo-yo to determine gravity, etc.). He can only carry a maximum of 20 pieces of small junk at a time.
SONIC SCREWDRIVER: This is a small hand held sonic device. It is made of Good (10) Material Strength and has the following abilities at Amazing (50) power:
* It can loosen or tighten screws.
* It can detect and set off land mines.
* Reversing its polarity turns it into a powerful electromagnet, enabling it to move heavy metal bolts.
* It can open mechanical or electronic locks (does not work on old fashioned key locks).
* It can disrupt the molecular structure of inorganic matter, enabling it to form small holes. At a higher level it can be used as a sonic cutting tool. It can form large holes as well, but this only works on materials of Typical (06) Material Strength or less, and the material can only be a few inches thick.
TARDIS KEY: Looks like a front door key, but it has a complex crystaline coding that is attuned to the body prints of the Doctor and any companions he deems trustworthy enough to enter the TARDIS. The TARDIS key and lock can be reprogrammed from the main control console. The Doctor can make spare keys to give to companions, but due to the obvious risks involved in this he rarely does so.
TALENTS: Law, Performer (Disguise), Occult Lore, Bows, Lockpicking and Safecracking. If his knowledge of how to use his TARDIS is restored (from "The Three Doctors" on), he will have the TARDIS Systems and Temporal Science Talents. See also General Time Lord Talents.

ROLE-PLAYING NOTES: If the second Doctor was a clown, then the third Doctor can be described only as a dandy with his attire and mannerisms. His humorous, flexible face is lined and wise-looking; he has piercing blue eyes and mid-length white hair. The third Doctor's dandified image is complemented by an appreciation of fine wine and food: he is undoubtedly a connoisseur.
The Doctor is a humanitarian and an environmentalist, both causes on which, given the oportunity, he will preach to companions and opponents alike. He always seeks to negotiate a peace between intelligent pecies, encouraging tem to live together in harmony rather than fighting, and he greets the unknown with a "How do you do" rather than a gun. Dangerous or pollution-creating technology is an immediate target for his scathing criticism and he is quite prepared to interfere to encourage environmentally sound progress.
Rules and authority figues irritate the Doctor: he detests the stonewalling of politicians and beueacrats when action must clearly be taken. He is the voice of reason when othes prove indecisive or obstructive.
Very much a man of action, the Doctor is an exponent of Venusian karate - one of the few beings with two arms that has been able to master this martial art - which he is quite prepared to use in self defense. He is always ready to risk himself to save others. Yet he abhors violence and is always ready to criticize the excessive or unnecessary use of force.
The Doctor is an incorrigible tinkerer and a great lover of gadgets and different means of transport. Exiled to Earth by the Time Lords, he continually tries to overcome the physical limits hey have put on the TARDIS and the mental block he has on dematerialization codes. He is often to be found head down at work on some circuit in the TARDIS's control console or making improvements to his antiquated yellow car Bessie.
