Equipment: Monocle

Otto's Monocle fires a beam of the most terrible sort. It doesn't burn, blast or dissolve opponents...but rather eats away at a persons sense of self worth. Anyone failing a Psyche FEAT against the monocle's RM (30) rank (AM rank when outside and under sunlight) is filled with the desire to destroy himself, and will do so at the earliest convince. If standing atop a building they will leap off. if close to a train they will throw themselves beneath it. If in the presence of a gas can they will douse themselves and strike a match. What's worse, if they survive the experience they will still be unable to heal, and will lose another Endurance rank every day until they die. They just...lose the will to live. If given psychiatric help, they may make another FEAT roll. If he choses to do so, Hypnos may implant a desire to kill oneself in a specific way. It's range is only two areas in doors, but four areas outside under sunlight. This is the most terrible, creepy and evil power I've ever heard of.

Limitations: Dispite his hatred of insanity, Otto is quite unbalanced himself.

Talents: Medicine, Psychiatrist, Invention, Electronics, Hypnosis, Optics.
Contacts: He once had connections in the medical and psychiatric community.

History: Doctor Kaufman was once renown as a great humanitarian, and the Kaufman Psychiatric Clinic was considered an island of sanity in New York Cities essentially dark and loveless hart. But something in Kaufmans controlling nature led him to experiment with mind control and experimental optics, eventually creating the monocle that was the source of his powers. At first he used an earlier model to implant helpful suggestions within a patient (like a desire to excersize) but eventually he began to see some patients as hopeless cases. People who were a burden on their families and society in general. That was when he went to the next level, and developed his latest monocle.

After two suicides and a third attempted suicide, Doctor Lancaster Hill (Tiger-Man) investigated their histories and found that the only thing they had in common was their psychiatrist...Otto Kaufman. After getting nowhere with the regular channels, he broke into Kaufmans offices and found not only records of the suicides that had already happened, but suicides that were scheduled to take place in other "hopeless cases."

Kaufman discovered Tiger-Man, and after a scuffle he forced Tiger-Man to go to a gas station and immolate himself. Fortunately, the gas station was being robbed and one of the thugs blackjacked Tiger-Man then tried to mug him. Finding that he didn't have anything to steal, they left him - unknowing that they had just saved his life.

Kaufman was meeting with another hopeless case when Tiger-Man burst in on him. He fled to the roof and tried to urge Tiger-Man to leap to his death, but Tiger-Man managed to rip the monocle away from him and (apparently accidentally) turn it on Kaufman himself. Kaufman leaps of the building and Tiger-Man crushes the monocle in his hands.

It's possible that Otto Kaufman survived the fall (he was in pretty good shape for a man his age) and if so he may be able to build another monocle. Perhaps he's in prison or he managed to crawl away before the police arrived. None the less, if he's still alive...he's a VERY dangerous opponent.

Description: Doctor Otto Kaufman is a distinguished older gentleman in good shape (he has an obsession with excersize) and with graying hair. Though the picture above doesn't really show it, he has a beard and mustache. He wears no costume.

Personality: The phrase "Control Freak" describes the bad doctor very well. He maintained a free clinic in a poor section of town, but when his patients were unwilling to change he'd implant desires of suicide within them. In his twisted way, he felt he was doing society a good turn by removing the dead wood.
