The statue by itself is fairly useless. It can help find the zodiac coins and is required to make the coins useful. How it works: to get powers from the coins, the user must put the coin (by itself) in the wheel, and spin the wheel (while not currently using any other Zodiac powers). After doing so, the user changes into the specified form and gains the appropriate powers permanently.

To activate any Zodiac powers, the user will change physically into some half-man half-beast creature based on the Zodiac sign. It seems that he can not easily retain all of his powers at once, as he usually starts in one form, and then adds abilities from up to two more forms. For example, he fought Batman as a lion-headed Leo, then changed one arm into a Cancer claw, and then added a Scorpio tail. So, I suggest that the powers have the limit that he can not rid himself of an activated power/shape until an hour has passed, and that he can never have more than three powers activated.

In World's Finest #268, Dr. Zodiac attempted to steal the statue of Ar-Phazel (looks like a hideous beast holding a wheel which has 12 coin-shaped openings in it) and the 12 coins which belong to it. Ar-Phazel was an Ancient Atlantean sorceror who created the statue and the 12 coins that fit in it. After he died, the coins were scattered across the world, and his legacy was forgotten by all but the most ancient of records in Atlantis.

The statue and two coins found their way to Gotham's Museum, (where the statue was considered to be from an ancient unknown civilization and, therefore, priceless) from which location they were stolen by Dr. Zodiac. With their power, he was then able to steal eight more coins from "across the country," one such coin belonging to Morgan Edge, and another belonging to Bruce Wayne.

Superman recognized that the writing on the coins was an Ancient Atlantean language and went to do research there, while Batman went to interrogate Dr. Zodiac (unsuccessfully). In Atlantis, Superman learned about the statue and the coins, just as Dr. Zodiac arrived to steal the two remaining coins from Atlantis. Superman was easily defeated by Dr. Zodiac (since his powers were magical), but the unconscious Superman was still able to hold onto one of the two coins. Dr. Zodiac fled, knowing that he would be able to get the coin later, since the power of the coins would always lead him to other coins.

Superman and Batman later discussed what had happened, but realized that Dr. Zodiac couldn't be behind the coin-crimes, since Superman had fought the villain while Batman had been interrogating Dr. Zodiac. (They later learned that he had split in two with the Gemini coin's power.)

Dr. Zodiac then went on a crime spree for a while, robbing banks and so on, and Superman was helpless to stop him (oddly enough) simply because Dr. Zodiac's powers were magical. Eventually, the Doc tired of this, and went to find the 12th coin, which was oddly enough at Bruce Wayne's penthouse apartment! Ripping open the safe, he found a coin that looked like what he was looking for, took it, and left, despite some resistance from Batman.

In his lair, he tried to gain the power of the final coin, since having the power of all twelve coins would enable him to "command the very destiny of men's lives!" However, since it was a clever fake, it instead removed all of his powers. He was then captured by Superman. The coins were returned to their owners, but Superman decided the statue would go well with the decor in his Fortress, so he kept it!

Who owns what coin? This is unclear. Neither Bruce Wayne nor Morgan Edge own Leo. Of the two Atlantean coins, one was either Aquarius, Capricorn, Virgo, or Libra (since he didn't use those powers without the last coin), and the other was Cancer.
