Belle Reve Prison was built on the site of the former DuBois plantation in Terrebonne Parish, Louisiana, located about 50 miles southwest of New Orleans and 10 miles from Houma, the nearest township (Houma is the home of the Swamp Thing). A number of owners held the deed to the DuBois property during the years following Isaiah DuBois' death in 1897, but the plantation was expensive and difficult to maintain. A string of bankruptcies and abandonments plagued the parcel of land until the 1960s, when it was abandoned.
The federal government assumed ownership of the property and assigned it to the department of corrections as the site for a prototype prison and holding facility to house the increasing ranks of criminal metahumans entering the justice system. While Belle Reve was designed as a state of the art facility to contain this new breed of criminal, budget cuts forced the prison to remain unfinished and unoccupied for almost two decades.
Belle Reve was reactivated in the mid-1980s under a different branch of governmental control when the abandoned prison was chosen by Amanda Waller to serve as headquarters for the proposed revival of the covert intelligence agency, Task Force X. Over a six-month period, Belle Reve was completed and its equipment updated by a dozen different construction teams. This insured that no single individual or company could compromise Task Force X's security. Its facility for metahuman criminals served as a cover for its advanced equipment.
Belle Reve houses a variety of criminals in its 84 cells.Twenty-four are modular in design and can be modified to neutralize the superpowers of its metahuman prisoners. The entire security system, including cell doors and detection devices, is under the control of Belle Reve's computer system and is considered by experts to be the closest thing to tamperproof that technology can currently supply. The prison also maintains a sizable staff of correction officers as well as security personnel.
Belle Reve's facilities include staff living quarters, completely equipped medical areas, science labs, and high technology security cells. There are enough stored supplies, that at half prisoner capacity, Belle Reve could function for up to three months if totally cut off from the outside world. At any given time, there are 30 guards on duty.
A pneumatic tube runs from Belle Reve to Yeager airfield, where the team can access its transportation. It can cover the 50 miles in 10 minutes. Yeager is the launching point for Sheba (attack helicopter) and the SS-1 transport jeet. A warehouse belonging to the fictional Hidalgo Shipping Company acts as a base for Task Force X's aquatic operations.

The bracelets are used to keep a rein on less trustworthy members of the Suicide Squad. If the bracelet moves far enough away from the field leader, it detonates. It also explodes if the wearer tries to forcibly remove it. If set off, the wearer must make an Endurance feat roll to see if their hand is blown off or not. If it is their Agility is permanently reduced by -3CS. The bracelets can also electrically shock the wearer.
