D.O.A. is the primary strike force for the branch of Hydra known as the Department of Occult Armanaments. General Belial managed to convince Baron von Strucker of the wisdom of such a group despite the latter's best judgement. Having seen the Nazi party place undue emphasis on the occult, Strucker was not eager to make the same mistake.

In time, however, he permitted Belial to organize the division and was moderately pleased with its success. His desire for impressive results lead to Belial's plan to develop a vampiric stormtrooper. He laid a trap to kidnap and dissect Hannibal King of the Nightstalkers for the prototype. D.O.A. was deployed and they successfully captured King, but they were subsequently defeated by King's teammates Blade and Frank Drake.

D.O.A. and Belial were punished, but not killed, by von Strucker and have not been seen since.

Using D.O.A. in Your Campaign: D.O.A. could come after any character in your party who has magical abilities or equipment. They tried the vampiric stormtrooper bit once, who knows what they might go for next?
