History: The product of a military family, Joe Higgins was an officer in the United States Army before he was demoted down to sergeant for an offense he did not commit. His father, Brigadier General Marion Higgins, had his son demoted in order for him to participate in Project: Shield, an attempt to replicate the powers of the long-disappered hero of the 1960's. Joe discovered his father's crimes (which also included the murder of Joe's best friend) and eventually had him imprisoned. For a time he was forced to give up the mantle of the Shield, but reclaimed it after a period of time working with the original Shield. Now Joe Higgins serves as the Shield, the leader of his world's second generation of superheroes.
